Board Members

Board members include:

  • Appointed Members: Appointed by the Sacramento County Board of Supervisors to represent the public.
  • Elected Members: Chosen by SCERS members to represent active employees and retirees.
  • Ex Officio Member: The Sacramento County Treasurer serves automatically by virtue of office.

Each trustee brings a unique perspective to the Board, but all share the same fiduciary responsibility: to act in the best interests of SCERS members and beneficiaries.

Chris Giboney joined the Board in January 2022. He is a Fire Captain for Sacramento County Airport Fire. He also serves on the Sacramento County Deferred Compensation 457(b) Advisory Committee and on the Board of Directors of the California State Association of County Retirement Systems.

He earned a bachelor’s degree in Applied Studies from California State University, Dominguez Hills, and is currently working on a master’s degree in Emergency Services Administration at California State University, Long Beach.

His current term expires on December 31, 2027.

Robert Aguallo joined the Board in July 2022.  He previously served in executive management positions with California Public Employees’ Retirement System and the Los Angeles City Employees’ Retirement System. He was a founding member and director of Golden Pacific Bancorp, a Sacramento community bank.

He earned bachelor’s and master’s degrees in Political Science from University of California, Davis.

His current term expires December 31, 2027.

Keith DeVore joined the Board in his current role in July 2012. He also served on the Board as an elected Miscellaneous trustee from 1998-2010.  He previously spent 34 years with the County of Sacramento, retiring as Director of Water Resources. He also served nine years on the Board of the Carmichael Colony Neighborhood Association.

He earned a Bachelor’s Degree in Civil Engineering from the University of California, Davis.

His current term expires June 30, 2027.

Cyril Shah joined the Board in January 2026. He is the president of Shah Wealth Management and a financial advisor for the global financial services firm Raymond James. He previously served as chair of the PBS KVIE Board of Directors, elected trustee of the American River Flood Control District, chair of the Sacramento Housing and Redevelopment Commission, and as a Sacramento Arts Commissioner.

He earned a bachelor’s degree in Economics from the University of California, Berkeley.

His current term expires December 31, 2028.

Ron Suter joined the Board in his current role in May 2022. He also served as an elected Miscellaneous trustee on the Board from 1994-2006. He previously worked in public parks and recreation for 40 years, including 25 years with Sacramento County where he retired as director of the Sacramento County Regional Parks Department. He also served on the Sacramento County Civil Service Commission from 2008 to 2022, and he has been an active Rotarian with the Elk Grove Rotary Club since 1986.

He earned a bachelor’s degree in Recreation Administration from California State University, Chico, and a master’s degree in Public Administration from California State University, Sacramento.

His current term expires June 30, 2027.

Chad Rinde joined the Board in June 2023. He is the director of the Sacramento County Department of Finance and serves as an Ex Officio Member of the Board. Previously, he worked for Yolo County as Chief Financial Officer. Before joining Yolo County, he worked as an auditor for regional accounting firms Vavrinek, Trine, Day & Company, and Macias Gini & O’Connell LLP, performing governmental audits.

He is a Certified Public Accountant and earned his bachelor’s degree in Accounting from California State University, Sacramento.

Tepa Banda joined the Board in December 2022. He serves as the Director of Finance for the Sacramento Area Sewer District.  Previously he served as the Chief Financial and Administrative Officer for the Sacramento County Department of Waste Management & Recycling. Prior to that, he worked in various finance roles at East Bay Municipal Utility District and Golden Gate Bridge, Highway, and Transportation District.

He earned a bachelor’s degree in Agricultural Economics from the University of Zambia and a master’s degree in Economics from California State University, Sacramento. He also holds the Chartered Financial Analyst (CFA) charter and a Certified Management Accountant (CMA) certification.

His current term expires December 31, 2028.

Alina Mangru joined the Board in January 2022. She has over 25 years of financial management experience in government and non-profit sectors. She is currently a CEO Management Analyst ll in the Office of the County Executive. She previously served as the Division Chief at Sacramento County Department of Finance overseeing the Administration Division. Prior to that, she worked in financial management for Yolo County, Pinal County (Arizona), the City of Maricopa (Arizona), and the State of California.

She holds a master’s degree in Business Administration with a concentration in Finance and a bachelor’s degree in Business Management from Western International University.

Her current term expires December 31, 2027.

Brandon Gayman joined the Board in January 2025. He is a Sheriff’s Lieutenant with the Sacramento County Sheriff’s Office and has served Sacramento County since 2006.

In addition to his law enforcement career, Brandon has experience in labor representation and nonprofit governance. He previously served as Treasurer and Vice President of the Sacramento County Deputy Sheriffs’ Association and currently serves as President of the Sacramento Police Sheriff Memorial Foundation and Treasurer of the Star6 Foundation.

He earned a bachelor’s degree in Organizational Leadership from National University.

His current term expires on December 31, 2027.

Martha Hoover joined the Board in January 2014. She served as the Alternate Retiree Trustee on the Board for six years before she was elected as the Retiree Trustee.

She retired from Sacramento County with over 32 years of service in the County Executive’s Office, retiring as County Debt Officer, in which she participated in creating, reviewing, and revising numerous financial documents related to issuing County Bonds, Revenue Bonds and Certificates of Participation.  She also served three years on the Cordova Planning and Advisory Committee (CPAC) and was as a member of Soroptimist International of Sacramento.

She earned a Bachelor of Arts Degree in American Studies from the University of Maryland, College Park.

Her current term expires on December 31, 2028.

Mr. Irish joined the Board in January 2023. He is a retired director of the Sacramento County Department of Finance with Sacramento County and previously served on the SCERS Board as ex-officio from 2005- 2010. He also serves on the Sacramento County Deferred Compensation 457(b) Advisory Committee.

He earned a bachelor’s degree in business administration from  University of California, Berkeley, and a master’s in business administration from California State University, Sacramento. In addition, he is a CPA (inactive).

His current term expires on December 31, 2028.
